June Small is a native of Raleigh, N.C. She earned a bachelors degree in Education from the University of North Carolina at Chapel Hill. She holds a Masters in Urban Planning from the University of Virginia. June is currently the Director of Environmental Affairs at North Carolina’s Touchstone Energy Cooperatives. Responsibilities include siting and permitting of new facilities, insuring environmental compliance with federal and state laws and regulations, monitoring regulatory proposals, providing opportunities to demonstrate environmental stewardship to customers and other external communities.

June is involved in various outside groups. She is past president of the Board of Directors of the Conservation Trust for North Carolina. She is past president of the National Rural Electric Environmental Association. She has served on several statewide stakeholders advisory groups.

Previously, June was employed by Florida Power & Light Company in Miami and West Palm Beach, where she was Manger of New Construction, Licensing, and Planning. Responsibilities included siting and permitting of major transmission facilities throughout the state, wetlands permitting, permitting of a new corporate headquarters. She also directed the corporate activities on electric and magnetic fields and growth management. She was part of a team audited by the Japanese Union of Scientists and Engineers in the company’s quest for the Deming Quality Award of Excellence – the first awarded to a U.S. company. June was also selected to attend the Brookings Institution for Government Operations. In Florida, June was President of the Florida Chapter of the American Planning Association and the Florida Planning and Zoning Association.

Prior to this, June was an urban planner with the Jacksonville Area Planning Board in Florida. While there, she established and implemented a seven county program to review major development projects, conducted a Carrying Capacity Study of an environmentally sensitive island, and participated in various comprehensive planning activities.
